Key steps
of the environmental review process
NOP/IS: The Notice of Preparation/Initial Study (NOP/IS) is a public notice that launches the scoping period and identifies the potential environmental effects of the proposed project for consideration by agencies and the public. Click here to access the NOP/IS.
Scoping:The scoping process collects public and agency feedback on the issues that should be evaluated in the EIR. During the scoping comment period (November 15, 2010 - January 10, 2011) or at one of the public scoping meetings (December 8, 2010), the public may provide input on the environmental topics, potential effects, mitigation measures, and range of alternatives to be analyzed. Draft EIR: After analysis of technical studies and engaging with the public, the project team produces the Draft EIR. The Draft EIR is circulated for public review and comment and public meetings are held.
Final EIR: The project team reviews and responds to comments received on the Draft EIR, completes any remaining study and analysis, and makes any revisions to the EIR necessary. The public is invited to comment during public informational meetings and decision-maker meetings.
Certification and Decision Process: The Final EIR must be certified by the Soquel Creek Water District Board of Directors and Santa Cruz City Council. Once the EIR is certified, these two bodies will consider whether to approve a project.
