City of Santa Cruz 
Santa Cruz City Water Department (SCWD) is a municipal utility that provides water service to 90,000 people in the city of Santa Cruz, portions of unincorporated Santa Cruz County, a small part of the City of Capitola, and several agricultural customers along Highway 1 between the City limits and the town of Davenport. SCWD will address its drought protection needs under the scwd2 partnership.
Soquel Creek Water District 
The Soquel Creek Water District (SqCWD) is a nonprofit, local government agency that provides water resource management to a service area that encompasses seven miles of shoreline and extends from one to three miles inland. SqCWD serves more than 49,000 customers in the
communities of Capitola, Aptos, La Selva Beach, Opal Cliffs, Rio Del Mar, Seascape, and
Soquel and also provides groundwater management within that area. SqCWD will address its need to protect groundwater resources during non-drought periods under the scwd2 partnership.
Pilot Plant Site Provided by:
UCSC Long Marine Laboratory
The University of California, Santa Cruz Long Marine Laboratory is providing the location and the seawater for the pilot project through their existing flow-through system. Research on new technologies is compatible with the lab’s mission to advance human understanding of the world’s oceans.
Grant Funding Sources:
DWR
The Department of Water Resources (DWR) operates and maintains the California State Water Project that provides water supplies for 23 million Californians and 755,000 acres of irrigated farmland. DWR awarded grant funding to the Santa Cruz Pilot Plant in 2005.
State Water Resources Control Board
The State Water Resources Control Board (the State Water Board) was created by the Legislature in 1967. The mission of the Water Board is to ensure the highest reasonable quality for waters of the State, while allocating those waters to achieve the optimum balance of beneficial uses. The joint authority of water allocation and water quality protection enables the Water Board to provide comprehensive protection for California's waters.

Camp Dresser & McKee, Inc. (CDM) was awarded the contract for designing and constructing the pilot plant facility, conducting the pilot test program, and monitoring the water quality analysis.
