The City of Santa Cruz Water Department (SCWD) and the Soquel Creek Water District (SqCWD) formed the scwd2 Task Force to oversee the Pilot Test Plant Program, the Watershed Sanitary Survey, Intake Study, permitting, environmental review and design of the full-scale plant, and to provide a forum for public input on the project and formulate an agreement and governance structure should the decision be made to proceed with a full-scale cooperative  desalination project. The scwd2 Task Force is comprised of two Santa Cruz City Council Members and two Soquel Creek Water District Board Members.

The potential Full-Scale Cooperative Seawater Desalination Project may feature a plant in Santa Cruz, where SqCWD uses the plant to augment groundwater supplies during normal years. Under the proposed operating scenario, SqCWD would operate the desalination plant at less than full capacity during most of the year to reduce the use of groundwater and Santa Cruz would use  the plant during drought periods when surface water sources are limited.

Santa Cruz City Water Department (SCWD) is a municipal utility that provides water service to 90,000 people in the city of Santa Cruz, portions of unincorporated Santa Cruz County, a small part of the City of Capitola, and several agricultural customers along Highway 1 between the City limits and the town of Davenport. SCWD will address its drought protection needs under the scwd2 partnership.

Soquel Creek Water District Soquel Creek Water District
The Soquel Creek Water District (SqCWD) is a nonprofit, local government agency that provides water resource management to a service area that encompasses seven miles of shoreline and extends from one to three miles inland. SqCWD serves more than 49,000 customers in the communities of  Capitola, Aptos, La Selva Beach, Opal Cliffs, Rio Del Mar, Seascape, and Soquel and also provides groundwater management within that area.  SqCWD will address its need to protect groundwater resources during non-drought periods under the scwd2 partnership.

The University of California, Santa Cruz Long Marine Laboratory is providing the location and the seawater for the pilot project through their existing flow-through system. Research on new technologies is compatible with the lab’s mission to advance human understanding of the world’s oceans.


Grant Funding Sources:
DWRDWR
The Department of Water Resources (DWR) operates and maintains the California State Water Project that provides water supplies for 23 million Californians and 755,000 acres of irrigated farmland. DWR awarded grant funding to the Santa Cruz Pilot Plant in 2005.

State Water Resources Control Board
The State Water Resources Control Board (the State Water Board) was created by the Legislature in 1967. The mission of the Water Board is to ensure the highest reasonable quality for waters of the State, while allocating those waters to achieve the optimum balance of beneficial uses. The joint authority of water allocation and water quality protection enables the Water Board to provide comprehensive protection for California's waters.

Engineering and Construction of Pilot Plant by:

Camp Dresser & McKee, Inc. (CDM) was awarded the contract for designing and constructing the pilot plant facility, conducting the pilot test program, and monitoring the water quality analysis. CDM’s  subconsultants on the project, include:  CirclePoint, Inc.; Kinnetics Laboratory, Inc.; Biovir Laboratory; Raphael Kudela, Ph.D. of the University of Santa Cruz; John Ferguson, Ph.D. and Gregory Korshin, Ph.D. of the University of Washington; EOA, Inc.; and Wilson, Ihrig & Associates.

Technical Advisor Services:
Kennedy/Jenks Consultants

Kennedy/Jenks Consultants  was awarded the contract for technical advisor services to oversee the desalination program.
